Game ended; working on restart

We decided after no decisive victories this turn, that we would restart the campaign, with some rule revisions that we had discussed during the last couple months.  The hope is to create some more interesting dynamics while also making offensive action less difficult than the current rules, which trend results toward a stalemate situation.

We plan on using the same two nations, but switching sides.
